Ok hold the unlocking latch as if you are opening the door and use your fingure or a screw drive to bring the locking mechanism on the side of the door back to position(where the door locks to the frame of the car)

Locks on doors close down when opening and wont let me close the door

ice, the ice has no limits, on effects.
what does this mean.
doors close down my guess is the latch is jammed, right, in the door jam.
the latch, heat it up with a heat gun and lube it when dry.
park in doors? a garage? if not possible
learn to lube up the parts. so ice can not jam them.
or get help from any mechanic.
he knows what to do, let him/her.

I cannot close driver side door on my 97 jeep grand cherokee, drivers side is in locked position, door will not close

Just a suggestion as I have seen this before--with door open pull up on outside handle and in door there is a curved latch that can be pulled open with a screwdriver---the hook is likely closed and with opening pressure on the outside handle you should be able to snap it open so the door will close properly---often happens if someone snaps it by accident closed (the hook latch).

How do you get liftgate open on a 97 Laredo with a broken lock?

You need to remove the panel from the liftgate and unlock and open it manually at the latch. It is not fun, but you can get the panel off with the hatch closed.
