P0430 is catalyst efficiency. Well, the computer has only one way to tell if the cats are worn out; it measures a value drop between the front and rear cat.
So, you have woen out catalytic converters. You can drop a fat dime to replace one or more of them, or you can install a resistor in the wiring of the back or furthest downstream cat.
A 1.3k ohm resistor installed in the signal wore of the back cat will rid your car of this dilemna.
This allows the co puter to see a difference between the oxygen content of the air that leaves the upstream cat and the downstream cat.
Of course, some will label you an ecological criminal for doing this, however, it is an economy option.
Aside from this, you have to replace the cat, or cats, and spend near a thousand bucks.

A PO 430 is generally related to a bad or faulty Oxygen sensor or O2 sensor. You can go to many auto parts stores and they can plug their On Board Diagnostic (OBD II) scanner into your car (usually founnd under the steering wheel) and read the codes to see if there are other codes too. Then you fix the sensor usually by replacing it. Advanced Auto has these scan tools, but call your local autoparts store to see if they have the OBD scanner. Most parts stores will do the scan for free because they are hoping to sell you the part needed to correct the error.

A P0430 error means that the reading between the upstream 02 sensor and the downstream 02 sensor are too similar. Which usually means your Cat is going bad. This is an expensive fix but there is a mod that can be done for $5 that will illuminate this error. Go to an auto store and buy an 18mm Spark Plug Non-fouler. Drill it out with a 1/2" Drill bit. Remove your (Bank 2) 02 sensor and install the non-fouler in it's place. then install the 02 Sensor in the in the non-fouler. Done. This will eliminate the error code for good. Do the same thing to the other side when you get a P0420 error....it's coming.
Is bank 2 closest to the radiator or firewall and is the o2 sensor referred to be the top or bottom?
Bank 2 is closest to the Firewall.
You'll be bending over the drivers side fender and working to the right between the engine and the firewall. There will be a silver foil shroud around the exhaust with a hole in it and the sensor will be sticking out.
There is a a specialty socket that you can borrow from the auto store that is a necessity for getting the o2 sensor out.
remember, The o2 sensor you want to modify is after the cat.
the computer compares the readings between the o2 before the cat and the one after. If they are the same the cat is not doing it's job (we already know that) so we are going to raise the aft sensor out of the main flow so there is a significant difference in the reading.

Lincoln, if i do your fouler trick will my car still pass state (Texas) inspection?
If Texas is like Arizona and they actually measure the amount of emissions then no, it will not pass. It will work in states like NC where they only safety inspect the vehicle and ensure that the check engine light is off. I realize this thread is now 7 years old but this may help others.
