Have you checked your freon level? The compressor will not engauge when the R134 level is too low .More than likely you need to recharge the system after 14 yrs you may have a small seal leak. Try picking up a recharge kit with a gauge attachment. This has worked well for me on my 3 Astros I currently own. Othwise the fuse box is on the drivers side left of the steering column.
The power for the data link connector is from a 25amp fuse Number 7 in the IP fuse box. As long as the check engine light is on the computer has power. The main computer power is from two ECM fuses in the box near the battery. The fuse locations should be in the back of your owners manual.

You got a loose connection, turn them on and start wiggling. I have seen connectors in fuse panels get a little loose, and actually distort the plastic from heat, so look for that also.
