Things to check. fuse,horn relay,horn button and then the horn itself. by pressing on the horn button with the car off you should hear a click everytime you press the button. that would be the relay working. if you hear this then either the horn itself is bad or disconnected.

You took the air bag off and checked the contacts for the horn switch ?
There is a clock spring which keeps the connection as the wheel is turned. Might be a problem with that part.
You must disarm the air bag system before working on the wheel.

Check for power on the cables, air horns works with a small motor connected to a fan, check if the fan is turning if you have power on the cables . If no power on cables check horn fuse or wires.

Well, in the front of the car, lower front bumper I mean where your lower vent grill are, there is this circle metaliic thing, probraly kinda rusted. That is the horn, and what you can do is disconnect the wiring harness there, if not, and you don't really need a horn anymore, you can just cut the wire.

88 mustang horn is shorting out

look in they cig lighter they somtine collect coins or metal object that would short them out
and yes you can disconnect it and should find the problem.
i have also found shorted horns . but this should blow the fuse only when you push the horn button

Radiator fans and horns not working anymore

Hi,

Have you tried checking the fuses for the horn and fan? Normally, the main fuses would be in the fuse box/bank in the engine bay (under the hood) often near the battery. Additional fuse box may be found inside the car sometimes in the driver's side kick panel (footwell), under the dash or under the glove box.

Hope this be of initial help/idea. Pls post back how things turned up or should you need additional information.
