Hello! Lets check battery and ground supplies...In the under dash fuse box, fuse #13 supplies battery on a Black/Yellow wire to both radiator and condenser relays (hot with key on)...In the under hood box fuses #33 and 35 supply battery to the contacts of both relays on a White wire (hot at all times)...The Engine Coolant Temperature Switch, when closed, supplies a ground on its Green wire to fire both relays...This Green wire is also connected to ECM connector A pin #12...The ECM and the Temperature switch can pull both relays which control the fans...Other side of switch has a solid ground on its Black wire...Condenser fan is fired on a Blue/Black wire...Radiator fan on a Black/Red...Solid ground is connected to both fan motors on a Black wire...Check these points and send a comment to...Guru.....saailer

If you used the sensors that came on the used engine, replace the coolant tempertur sensor. this should fix your fans
