I have a 2001 Chrysler Town & Country LX. I turned the ignition switch on and off two times. When I turned it on the third time, the odometer started registering codes. The first code was p0302. The second code was p1684. After taking the negative cable off the battery to clear the check engine light, and turning the switch on and off twice, on the third time turning the switch on, the only code was p1684, but the vehicle still runs rough. What does p0302 and p1684 mean? What can be done to resolve these codes?

302 is misfire on cylinder 2. Please see my tip at http://www.fixya.com/cars/r6715318-causes_gasoline_engine_misfires .
1684 is battery disconnected, which you caused when you disconnected it--you can ignore that. You probably have an intermittent misfire. Please follow my troubleshooting steps and let me know if you have questions.

Po302 is a cylinder #2 misfire code and if I remember right p1684 is just a code to let you know the battery was disconnect recently and nothing to worry about.

Turn signals on 2001 Chrysler Town & Country cause dash lights to come on and speedometer & odometer quit working

I would say its probably a short or a ground problem at the turn switch or a wire in that area. you need a test light and probably a multi meater and some nohow a ground or wireing problem can even drive a master teck crasy.

I have a 2001 chrysler town&country lx limited 3.8 when i try to start it some times it takes a few trys to turn over.when i turn the key there is nothing??

It could be your starter. It also could be your nuetral start switch on the transmission. When it don't start, pull it down in neutral. If it still don't start, it's probably your starter. Check all your connections also.

WHEN I TURN THE IGNITION SWITCH OFF MY ENGINE KEEPS RUNNING

The ignition lock cylinder has to be what I guess you would call timed, if they get this it wrong then the key will do things like what is happening to you, it is an adjustment that will require they remove and reset the position of the lock cylinder.
BOTTOM LINE, TAKE IT BACK.
