needs full front suspension, steering and wheel bearings checked.
tie rods, ball joint,s U-joints etc. it needs a jack up and hands on
feeling of parts, and binding
no net bunny here will ever guess, whats wrong, it takes hands ON
work to find this. why not ask a physical person this?

Its most likely a dry ball joint or tie rod end. I would have your front suspension greased if it is serviceable, otherwise you should have your ball joints inspected for wear and replace them if they are dry or beyond their service life.

2003 marquis have rack and pinnon no inner tie rods

have a wheel alignment as it indicates castor wobble from negative castor

Most front ends are set up basically the same way.First raise and support your front end and remove the tire.Both the upper and lower should look about the same.If you look at the control arm you will have an upper and lower ball joint and a tie rod end bolted to the steering knuckle.Remove the bolt on the tie rod end and use a ball joint separate to remove the tie rod end.Then remove the ball joint from the steering knuckle with your separator.Depending on which control arm it is if its the upper you will also have to remove the brake hose out of the way to remove the upper control arm.Once that's done you will see 2 bolts that hold the control arms to the frame remove these bolts and your control arm will come off,You might have to pry them a little bit to get them out.You also want to have something handy to block up your steering knuckle until your ready to put it back together.It wouldn't hurt to have a piece of wire just in case you need to tie something in place.And be sure you grease everything with a high pressure grease.

could be several things , a worn power steering pump ,
binding ball joints or other front end components,
or power steering belt is loose/missing.

I can't say for sure without actually checking myselft but it sounds like one of four possiblilities, ball joints, tie rod ends or sabilizer bar ends or shocks.
To check the tie rod ends put the jeep on jack stands or a hoist, with the steering wheel locked try to turn the wheels back and forth and look for movement in the joints of the linkages.
To check the ball joints, while the jeep is up in the air grasp the top and bottom of the wheel and try tipping the wheel in and out, checking for movement in the ball joints.
Lower the Jeep back to the ground. Continue the tests by having a big friend or family member bounce the Jeep while you listen for and look for movement in the ball joints, stabilizer bar ends and along the linkage and abnormal movement in the shocks.

Hi its sounds as though a bearing is braking up inside its race,possibly on a c/v joint or universal joint, especially if front wheel drive.

there not a easly job at all....ball joints are located on top & botom of front struts
