The ABS warning light means there is a malfunction in the anti lock system on the brakes. This will not affect the conventional braking system on the car which will continue to operate normally.
The car is safe to drive as long as you recognize that it will now be possible to lock up your wheels under hard braking or when braking in slippery conditions where the tires have poor grip.
The problem with the ABS malfunction is that you no longer have an anti -lock assistance on the brake system so in certain conditions, such as on a wet road, you will be able to lock up the wheels on the car when you brake hard. The anti-lock system identifies and retards lock up (by releasing brake pressure on a wheel or wheels) and allows the wheels to keep turning slowly even when you have full pressure being applied on the brake pedal.
The ABS system relies on sensors and if one or more fails you will get an ABS warning. It could be a faulty or dead sensor but it is impossible to say without testing and inspecting the vehicle.
The ABS has it's own fuse so you can check the fuse box in the car to ensure the fuse has not blown. The fuse location is shown in the car's owner's manual. A blown fuse would trigger a warning.
You should take the car to a competent brake specialist to have it checked and the problem rectified.
It's much safer to have the ABS in operation.

Your brakes would require some testing because there are a couple things that could go wrong that would give you a hard pedal. With regards to your abs light and handbrake light staying on you should get your codes read to give you more info. But they share a common fault. One of the reasons they could both be on is because your skid control ECU is faulty. Otherwise it could be two separate issues.

You most likely need to replace your brake switch, which is a
a $8 part. If you look up along the brake peddle you will see it depressing a switch. on the end of that switch is a electrical connector that you can press on one side to remove.
Once removed your brake lights will be disconected and your ABS
light should go off. You then need to replace the switch that it pluged in to.

The ABS light is a warning that you have an issue with the ABS system. The red brake warning lamp is serious. It is telling you that there is an issue with the base brakes. Your car will be ok with an ABS light, but the red warning lamp could be really dangerous. You should have them checked ASAP. It could be from many causes. A park brake switch, low fluid, the causes are too numerous to list. Please for your safty have it checked. Good Luck

As far as the cruise control look under the battery, drivers side one if a diesel and there is a vacume line for the cruise. This vacume line always breaks right under the battery causing the cruise not to work.. Ive owned 2 2nd gen dodges with non working cruises and this was the problem on both.
