there shouldn't be a filler tube, just a dipstick tube for checking the oil level. to put the oil in the engine, there should be a oil cap on the right hand side valve cover. if the dipstick tube isn't there, you definitely need to get one from a parts yard or store, you can be losing oil from the dipstick hole that goes to the oil pan...

Not 100% sure on this, but the 390 should work. How about just beefing up the 292 by adding a 4 bbl carb with a new intake? Easy to do and not expensive. You could also look into a new cam shaft that would drive some hp to the engine. Shaving the heads is also an option.
there are adjuster screws on each side of the carburattor one is fuel flow one is for air flow. turn them both ttil they are screwed all the way in and then on each one give it almost a full turn.you can use a flathead to do this and it takes about 10 minutes to do.
