I believe that the panel you speak of leads to the top of the fuel tank, which will have another panel held on to the tank with a bunch of screws. Remove and pull out the pump assembly. Before replacing the pump, check for power to the pump with a test light while someone is cranking the engine. Fuel pump relay problems are not uncommon on these so you may want to replace that as well or first because the pumps are quite expensive. When you are checking for power at the pump, make sure the opening to the tank is covered well with rags. You don't want any sparks near gas vapor
