Sounds like you bought the incorrect horn for the car. You probably bought one for an older Saturn that uses a relay on the fuse panel. Later model Saturns like yours use a three wire horn with a built in relay. You need to return it and buy the correct horn for your application.

If you want to rig up someting, you need to put a relay inline between the cars horn wiring and the horn you bought. You'll probably have to buy the correct electrical connector to plug into it as well.

Well you have two choices you can run a new cicruit which means you need a wire to a fuse and then a wire to a switch and then to the horn and then ground and that will be some work. your other choice is much simpler. find where the old horn is and change the connector to fit the new horn. remove the old horn and replace the new horn in the old spot and ground the horn if you need to since some have a one wire and a body ground so you wont need to hook the ground to anything but the bolt if you need to do that.

98 Saturn sc1 horn burnt out tested wires with a light tester all seem to work properly. New horn is Will Low Tone horn with 2 terminals. Old horn had internal relay so obviously I'd need a new relay. How...

If the old horn had one terminal than the horn was grounding through the spot where it monted to the car. The new horn has two terminals so one is power and one is ground. Hook the wire from the car to the power side. Make a jumper wire from the ground side of the horn to the spot it mounts to the car. Make sure that spot is clean metal so the wire makes good contact.

My wires on the antitheft connector on my 2000 saturn sw2 were cut and now it wont start

Ya, cutting those wires will definately cause the NO START. Depending on what was done, you might be able to fix it, might not. If not, there are ways to bypass the entire system. Here is some good info on the situation, and some possible solutions.

Full bypass works on these car.

1996 Saturn SL. Horn doesnt work. Fuse is ok. Can't find horn under hood.

it is behind bumper drivers side. I believe there is a relay in the horn, making the horn unique and origional replacement required. if it has three wires in it then it has built in relay.

Locating a horn, Saturn SC2, 1996, 3 prongs.

The three prong is an older design. They went to a new model so you will have to replace it with newer style assembly, horn and socket.

Headlight and horn problem on 1996 saturn wagon

This may or may not be related, but....I just spent numerous hours on my daughters 1999 SC1 for it was "arming" the security system, and wouldn't start. This was irratic and would come and go. Today I discovered that moving around the wiring that goes to the center console fuse block would make the interior light go on and off. I was losing power to four fuses, one being the "chime" fuse. I had to remove the console, all of the fuses and relays to get the fuse block out and apart. It's like layers. The final result was a power wire connection that was opened up and loose on the terminal that feeds the fuses. You could see a little melted plastic around the connection. I think this may be a problem for saturns. I just tightened the connection, cleaned it and off we go. Hope this may help.
