P1131 means fuel/air ratio is correcting rich for a overly lean condition. Possible causes, leaking injectors or regulator - dirty injectors - low or out of fuel - vapor recovery system - excessive fuel pressure - cylinder compression - cam timing - and several other possible causes.

My personal opinion is you either have a timing belt that has slipped (from excessive acceleration), or you have bad cylinder. Most likely a bad cylinder.

2000 mercury cougar will not start

If it is getting spark I will assume the timing belt is working.
You say the fuel pump is good, so what is the fuel pressure at the rail ?
Are the spark plugs wet or dry ? Can you get it to try to start by using starting fluid ?
You may have to get someone to check the computer for trouble codes which requires a scanner or code reader.

1997 Saturn SL can't get it started Have replaced the fuel pump, fuel filter, spark plugs, CPS sensor and coolant sensor.

Im not sure if this will completely solve your problem, but I will give it a try.

If the engine is flooded, crank the engine while holding the gas pedal to the floor for a couple minutes (or until it sputters or starts). This will get all of the extra gas out of the engine. Your plugs will be fine.

Check your fuel pressure with a test kit...they have a bleeder port that can purge the air out of the fuel rail. Its possible the old gas may have gone bad in 6 years. you may have to purge the old gas with fresh gas. couldnt hurt to put a couple bottles of fuel injector cleaner with your gas. Your injectors could be gummed up with varnish from the old gas.

Before you waste a bunch of money and time replacing good parts, get a code reader or have a mechanic hook up a code reader for you. This will help isolate your problems. If you are not getting a check engine light, the mechanic method may be better because their computers will give you more information than a handheld.

what about the fuel filter? its usually located under the brake booster where you put the brake fluid in its either under or around that erea somtimes the fuel filter will be clogged also check to see if its getting spark usually you can take the plug out they have a tester for this that you can buy at autozone or checkers or oriellys auto parts store and make sure your getting spark if not it could be bad distributor or cap and rotor check the cap to make sure all the points are there should be 4 or 6 make sure not broken also check the rotar for breakage or rust if its good and is getting spark possible fuel problem with the filter plugged up or possible fuel rail plugged or if you just recently tuned up maybe you have the wrong fireing order need to get a diagram of the spark plug wires if this is all good possible timing belt broke check to make sure the timing belt is good probably do this first so you dont ruin the engine if it is broke

Engine cranks but will not start. i have new fuel filter installed new plugs installed .i have fuel pressure at fuel rail ,i have spark at plugs and the injectors all read 11 to 14 ohms resistance per shop...

If you've got spark and fuel, it should fire up. Crank the engine for about 20 to 30 seconds then immediately pull one spark plug. if your getting fuel, it should be wet with gasoline. No wet,no gas. But then again, the code says rich mixture. Doesn't add up. Check all the connections at the mass airflow sensor and the crankshaft and camshaft sensors.

I will try to help you. You are correct about the starting fluid, if it has fire starting fluid should do something. So the problem must be either no fire to the plugs or the timing belt is broke.

Check to see if the plugs have spark. If they do not, then get with the Autoparts store and ask if your car needs a Ignition relay to run. Then ask if your car takes a rubber timing belt. If your car does not have a rubber timing belt try the Ignition relay. If you do have a rubber belt check behind the shield in front of the engine to see if the timing belt is broke.

The timing belt is different than the serpetine belt that drives the pulleys. Cars with rubber timing belts have both belts. Should your timing belt be broken it is not an expensive repair. But you will need to details on replacement of that part.

If you have spark and fuel (either via the injectors or spraying fluid into the intake), and still no evidence of firing, it suggests your valvetrain may not be working. If the valves can't open, the fuel cant get into the cylinder.

Do (or have done) a compression test. You may have a broken timing belt/chain.

The engine needs three things to run, fuel, air and a spark at the right moment. Check the static timing of the motor, if those marks line up. You did not say you were getting any spark at the plugs. If you have spark, then try a little starting fuild into the intake while turning it over. If you have fuel delivery to the cylinders, the spark is coming at the right moment then it should be running. Any error codes set?

I have a 1995 dodge neon that would not start after a cold week of sitting. When trying to start it, i decided that the battery was frozen... got a new battery and replaced it... however did not tighten...

When you turn it over by hand it is getting "stuck" on the compression stroke. Take out all the spark plugs and it should turn over easily just in case your "stuck" situation is something more sinister like a broken timing belt causing the valves to hit the pistons (most unlikely). You can then check the condition of the plugs making sure they are not fouled and by cranking the engine with the starter motor to check the spark. You are looking for a nice strong blue regular spark. A small weak spark may not be sufficient to make the engine fire. If the spark is weak take take out the coil lead from the distributor and as it is being cranked see if a strong spark is thrown when you hold the end 6mm away from a grounding point. Work your way either side depending on the spark result to determing where you are loosing spark. If the spark is ok try some starting fluid to see if you can get the engine to fire. If it fires on starting fluid but won't run then the fuel circuit is suspect. If you have fuel pressure at the fuel rail you need to check the injectors are pulsing. You can bye a noid light which plugs into the injector and flashes every time a pulse is received. These cost about $20 form the auto shop. My bet is your sensors are ok though...
