A few possibilities.
Low power steering fluid. check for correct amount on pump filler measureing guage.

Loose power steering belt. check to see if the belt slips over the power steering pulley while trying to turn the steering wheel. may need an assistant.

last, but most expensive. Rack and pinion steering bar is defective and needs replacing.

Are you sure power steering units full of fluid? if its full of fluid then you may have a bad steering rack and pinion unit. if it's hard to turn left and right with no whining sound from under the hood, suggest you have a bad steering rack. replace is only option from there. you can spray the rack with water if not in freezing conditions only!! it will free up, but no power steering!! only fix is replacement. you can choose used unit from part yard,but if you're going to keep the car,recommend new.check prices from autozone,advance auto parts,they will price match!! o-reillys also. hope this helps and thank you for choosing fixya.com. we are here to assist 24/7 7 days per week!

The power steering is electric. There is no pump and no fluid to check. Most people end up with a new steering column installed. The electronic steering is what helps the car get such great gas mileage though. This is a big problem with these cars and you need to take it to the dealer. Hopefully GM is on there way with a recall. If they dont do something i will never buy another gm product again!

Did you have the trouble codes read? If not, then you're just guessing and that's no way to diagnose the problem.

Peel back the carpet on the driver's side and check for water stains. If you have stains along with trouble codes C0475 or P2138, you'll have to fix the leak in the roof channel and possibly replace the module or the motor. Check this service bulletin

My 2006 Malibu steering wheel is going bad.

The power steering is electric on that car. It has a electric motor on the column, and a control module. There are several causes that could be the problem. You need to have it scanned to get a better idea of what to do. If you can give me the codes you get then I will be glad to advise you on what's best. Good Luck

I first heard a squeek then when i was parking steering got hard i checked fluid its full

Same thing happened to me a week ago... I was parallel parking and my power steering locked up.
My car ran fine, however every time I braked and turned simultaneously, the steering got hard.
I took it into the shop, it needed new power steering pulley parts.
On my way to the shop however, my car started chirping.. it also needed a new serpentine belt (I'm not sure if the problems were related).
Both repairs together cost me under $200.
Hope that helps... (by the way, my car was stable enough to drive the 25ish miles to my work before I got it fixed... I'm not sure how safe that was, though)
