I would check your local junk yard
Shop is FULL of it!! That switch pulls right up with the use of a small flatblade screwdriver. Takes about 5 minutes to pull straight up and out, does have tabs to push in, be careful. Do it yourself, for $20 or less. Your shop was quoting you to replace the entire multifunction switch with the hazard light included. Quite a bit of work to get the harness out, but MUCH cheaper just to pull the hazzard switch out itself.
Get the unit from a wreckers /junk yard for a 1/4 of the price

When my blazer did this they had to replace part of the wiring harness in the steering wheel. It took forever for them to get the parts because we live in nowhereville, but once it was in it works again and no problems. I had to take it to the actual chevy dealer because none of the other places had a clue. good luck.

This is a rough one if youhave never taken apart the steering column before. the steering wheel has to come off and the air bags have to come off also. it would be easier to ttake it to someone to fix this

did you check the fuses?
If so, then check the plug on the steering column....
