Hi, i have a 1999 chevy siverado LS 5.3 4x4, new body style. i went out this morning to start it and nothing. when i first opened the door it made the ding ding sound. then i hit the key and nothing. nothing at all, no dash lights no sounds, nothing. it has a brand new battery. it is -2 degrees out, but i tried to jump it and nothing. so im wondering if there is a fuse, or if somthing is bad between the battery and the starter, or the key to battery? so what do you think is up with it?

check the atc fuse in the fuse pannel under the hood also the traction control fuse, and the 4wd fuse in the fuse pannel in the cab by the drivers door
ok, well as for the relay, yes there is one in your under hood fuse box....or inside the drivers door...but if you don't hear the pump, fear the worst, it may be dead.....happens ALOT.....check and change the relay, about $10, then if nothing, time for a new pump.
just pop out the triangle piece from the top at the top front of the door panel with a flat head screwdriver. Then simply pop out the door lock cover from the aft side and the door handle cover from the aft side as well. Then pop up your cap containing the auto door locks and windows and disconnect the cannon plugs. Then just remove 2 screws (1 from under the door lock/window cap and one just insde the door handle itself. You'll then life up and towards you to remove the panel. Don't pull it too far out because you'll still need to disconnect the speaker cannon plug and pull out the door open light at the bottom aft of the panel. You can then set the door panel off to the side.
Door mirrors on chevrolets tend to be model and year specific. the auto recycler can tell you for sure since most carry a book which shows what parts will interchange with what car.
If it has a vortech V8 It has to have the right fuel PSI or it won't start. Also pick up in distributor could be causeing problem. Cross over style distributor cap also can cause problem. Out of oil? Fuel pressure regulator where found inside the intake manifold with injector cluster, if fuel psi regulator goes bad could be leaking fuel in intake causing oil to get deluted and burn.
(new roters, callapirs, breaks were installed), this truck is in a cross-over year...old style/new style,are the correct parts being used? if yes, I would check the suspension components under the front end along with hub bearings.
Just curious, do you have an entry system?
or does it open with a key?
What happens when you try to start the car?
Anyway, I probably would disconnect the battery,
wait a few minutes and reconnect it if nothing else works.
Another thought is try all the doors.
There could be one door causing the whole problem.
