The ECU should be checked last, It is very expensive. Try checking the ignition coil for #1 cylinder first, its a lot cheaper. Also check all of the wiring harness connections to the coils, also check the crankshaft trigger (crank sensor). The ECU very rarely goes bad, Check the cheapest components first.
(Understand that mechanics & garages often have high overhead which causes some diagnoses to say thing that will bring in sufficient monies to keep the mechanic or garage in business.)
I should try a few items before replacing the computer.
Your T & C has a coil pack to provide the spark for the plugs.
It is at t the other end of the ignition wires than the spark plug.
I would try a new coil pack and a new # 1 spark plug wire (or a set if you wish) first.
God bless your efforts.
Your fuel consumption will be high and if you keep driving it, you will end up needing a new catalytic converter very soon. I would have the coil module tested.

i'd start looking for pinched or disconnected wires. secondary coil circuit would be a plug wire. take the cover back off to see if your symptoms change

SOURCE: low speed fan relay for the 2005 chrysler town and country
If you are talking about the cooling fan relay for the radiator there is no low speed and high speed relay. There is only one relay and it is behind the grill revitted to the bumper rail. It is doesnt look like you typical relay.

the relay is located in the power distribution box under the hood the relay will be a square black or gray cube just pull out and make sure you rerplace it with the same type relay. refer to your owners manual for any questions regarding the fuses and relays
