You need to take belt off and loosen the bolt,then you can align the holes up.Is there some type of sealant between the water pump and housing,if so,then it will be stuck,you may have to remove water pump and reinstall,if you move it,it may cause it to leak.Check this video out. If there is no decal under the hood somewhere, start with the belt around the crankshaft, and then go flats to flats, ribs to ribs. You may have to try a couple of times, but you'll get it.
your engine code means "big leak" in the evap control system, this system has alot of pieces, but you are looking for a vacuum leak most probably, look at your vacuum hoses, and refer to the vacuum diagram stuck under your hood for routing, see if you have a bad hose, or disconnected hose some where. these are small vacuum hoses that attach to the purge valve, air filter housing, and charcoal cannister. let me know what you find.
