The tensoiiner is spring loaded. On the front of it in the center is a nut, get the correct size socket attached to a breaker bar and rotate the tensioner to relieve the pressure and hold it while you remove the belt
Service VME - HVAC Blower Continues To Run with Key Off

Some 2003 Full-Size Pickup / Utility A/C blower motor continues to run even when the key is removed from the ignition. The root cause is an internal failure within Linear Power Module ( LPM ) or also known as the Blower Motor Control Processor. The service fix is to replace the LPM (P/N 52495874).

Maybe the steering wheel lock causing this problem, try rocking the wheel left to right and back the other way, if that doesn't work the lock cylinder is defective and must be replaced.
remove the steering wheel . you might need a puller to pull it loose after you loosen the nut .. after you get it off look down in there and there is a small bolt that holds the switch in the column use a small light and you will see how it is held in there. some have a clip to pull too.. then out comes the switch .. thanks and holler if you need more. jerry
Hi there yep the switches are basically in the same location.Try the next time this happens to bump on the steering wheel while cranking or pushing in on the steering wheel towards the windshield if it starts right up you'll know for sure that its the switch or its out of ajustment.
