Do you have a semi circle in the dash near the door? If you do, open the drivers door, remove the side panel on the dash, there is a fuse box with fuses in there...more than likely for mirrors...cheers
Does one mirror work or both not work. I have a 2001 mustang had the same problem. Turned out 2 wires had been cut inside the door from rubbing and I had to pull the whole harness out to find it. You won't know if the switch is good just by looking at it. Check to see if you have power to the switch first then rule out other parts as you go.

You can buy replacement stick on mirrors at most auto stores... different sizes or you actually cut it to the size you want.... cut out a peice of cardboard to make a template till it fits right on the mirror on the car and use that to get the replacement mirror you need or cut the replacement mirror to size.... peel off the paper on the back... then line up the mirror and push firmly starting in the center of the mirror working outward to make sure the sticky side sticks.

Hope this is not too late. I just worked on this exact car and problem. If the cable is broken upstream from the in car release handle here is my solution: The Stratus has four grill panels. Remove the screws from the upper two panels. The panels have a plastic rivet at the very top which can't be removed unless the hood is open so bend the panels up to gain access. With a flash light look through the grill openings and find the latch. The latch has three 12mm bolts holding it in. The two outside bolts are easily removed through the grill openings. The third bolt is tricky because it is lower and dead center to the grill. It is not in alignment with the openings. It is hard to even see it but with a long extension, universal joint and 12mm socket, it is possible to get to it and remove it. I got to it through the passenger side grill opening. With all the bolts removed, the hood opened with the unbolted latch still attached to it.

rear defrosters are an apllied film of semi metalic strips and if you get you windows tinted often the tint man accidentally nicks these strips cuasing the defroster to malfuction check for breaks in the srips

there is a fuse in the IPM intergrated power module behind the battery. also check for a fuse called IOD ignition-off draw sometimes they pop too. other then that bust out the voltage meter go to town on the fuses and power outlets might have a short somewhere.
