the window regulator needs to be replaced. you need the track and the motor which come as one unit. pick this part up at the salvage yard for about $40. I have replaced both rear regulators in my 94 mercury grand marquis ls
the arm is probalby just stuck. apply penetrating oil, give it a few taps, tapping will help distribute the oil, leave it sit for awhile and pry it off. repeat a few times if necessary. make sure you are pulling the arm straight off and not at an angle
Try checking the fuses and circuit breakers for the power windows first, if there good then it could be the the rear window lockout switch, check for continuity in the unlocked position. If it does'nt have continuity replce the switch.
