2003 dodge caravan airbag good horn doesnt work,so i jumped horn relay horn worked .so i now know relay to horn is good clock spring wiring horn pad?fuse compartment on wiring diagram has horn relay 20 amp fuse and show spring switch witch isnt in the fuse box?

If you check the wire that comes from the horn button to the relay for voltage when the horn is pushed and have voltage then you have a bad relay,if not then you probably have bad contacts in the horn pad area or even the clock spring itself.

Did this happen after you removed or disconnected the battery? If so there is something crazy in the system that causes the horn to sound when you reconnect the battery. Then the horn does not work... To solve: Disconnect the battery - first then +. Wait about 5 minutes. Remove the horn relay. (Map is on fuse housing cover. I believe it is the bottom right as you look at it from the side of the vehicle.) Reconnect the battery + first then -. replace the relay and you should be good to go. Let me know if this helped.
