More than likely a fuse or a relay is bad. locate the fuse for the headlights (owners manual) and check if it is bad, if the fuse is good, find the relay and give it a flick or two and try the headlights then, if they work, its time for a new relay
I have a 2001 ford focus that my headlights are not working they have low beam on one side and high beam on the other and when u hit the brakes the headlights go out and if u try and put the high beams on the brake lights come on like u r hitting the brakes can u help me figure this out

If all fuses and bulbs are fine, it's probably a problem with the wiring harness. Take it to the dealer. Wiring harnesses are not something to do by yourself unless you're experienced with wiring on the specific car.
SOURCE: 2000 GMC JImmy headlights quit working
Check for 40 amp fuse in vehicle but most likely under hood.
I had an S-70 with the same problem what happens is the headlight switch tabs that hol it together broke and the switch was slightly separated and connection was not there for the headlights and also check the high beam see if headlights come on i dont think it is a relay or fuse??? proballally the headlight switch and easy to replace you even can use one from an 850 model
SOURCE: High beam headlights quit working. Bulbs are OK.
When you checked the bulb plug and got 12 volts, did you meter ground some where else on the car? If so, you might check ground also at the plug.
HEADLIGHTS NOT WORKING
It
can be faulty headlight switch or issue with its wiring. Or its faulty head
light fuse.
