A stuck open engine thermostat making the engine run cold is the most common problem and would be the reason the temp gauge doesn't move, to confirm this is the problem block the radiator air flow, if the gauge moves the thermostat is stuck open.A defective fuel tank level sending unit would be the most common cause of the fuel gauge being inop, and is very common in this truck.. You have not mentioned any parts being replaced so the above parts are the most common things I have seen in my large Ford dealer as a 35 year veteran technican.

Not exactly! An engine will eventually warm up with a stuck open thermostat usally after around ten minutes of driving. if the heater is blowing hot air, then the thermostat is not the problem.
I have seen this exact complaint in may cars over the years. So yes it can exactly be the problem and should never be ruled out. What if all the driving is on the road and since the engine never warms up the gauge will show nothing but a slight movement when stopped for a light

Get a repair manual on your specific vehicle. Keeping things simple, first check fuses. There is fuses that control certain dashboard functions. If your heater is blowing hot air then you know your engine is warm and should show something on the gauge. No thermostat problem here! A thermostat stuck open will only cause the engine to take more time warming up. A burden during winter months. After checking fuses use the repair manual to help you locate the engine temperature sensor/sender unit. Check to see if the wire/s are securely hooked. A loose connection will give false readings or none at all. If this is OK, then check the sender. Some manuals will show how to check it using an Ohm meter. Now if thats bad, it's a simple fix. The manual should show a step by step process on replacing it. Now if it shows as good, then the problem may be in the wiring, or the gauge itself. Either way, a manual will show the steps in fixing that. Again, get a repair manual. They are worth their weight in gold. They will also contain troubleshooting tables that will help you in solving future problems.
