That will be a bad connection in the horn ring under the steering wheel. Take the wheel off and clean the ring with an light abrasive cloth or sand paper.
follow the lower radiator hose to engine block,you have to raise the vechicle remove thermostat from the bottom,besure secure vechicle with jack stands.
sounds to me like u have a clockspring bad not a fuse. they are on sepate curcuits. only thing common on that is the clockspring and very common on dodge
an easy way is to switch relay with one that you know is good. aslong as the numbers are the same it can be switched. most all the relays in your dodge ram are the same.
