Very cold climate/weather, I'd run 5 w 30. Warmer/hot weather 10 w 40.
Here is Southern Ontario Canada, I run 5 w 30 or 10 w 30 winter and 10 w 40 summer.

My 98 plymouth neon's oil light is on and it won't start

If the starter is turning the motor over, you might want to check to see if the fuel pump is working

I need to change my oil pump on my 98 plymouth Neon and need the service manual to see how to do it exactly...Thank You.. Vince Farmer

Tough one, might be the pump, the relief valve or worn bearings. I'm thinking worn bearings after it ran out of oil but I've been wrong before. I found pumps on Ebay for about $60. I posted a picture and pointed out the relief valve location. You may want to take out the relief valve on yours before taking it all apart just to check/clean it. To change the pump you will have to remove the timing belt, then unbolt it from the front of the engine and front of the oil panf02d577.jpg

Remove starter

You will need to remove the front motor mount by placing a hydraulic jack under the engine (but not on the oil pan), lifting the engine slightly. Remove the front motor mount, and lower the jack (and engine) which will allow you access to the last bolt and allow for ease of removal/installation of the starter.
