If the trans is an automatic the dipstick is usually marked quite clearly and can be found near the brake-fluid reservoir. If the trans is a manual then you need to get under the car to find it. But, either way, if the trans needs fluid then it is leaking, and if it is leaking you need to get the leak repaired. A trans that is low on fluid will fail, and usually people don't realize they are low on fluid until it is too late.

Code p0715 on 2003 dodge neon

https://www.transmissionrepaircostguide.com/p0715/

That can be a few different things , The most obvious is dirty or old transmission fluid , transmission fluid needs to be flushed every two years in an Automatic , Autos 80% of trans failure occurs from people not servicing transmissions , i use fully synthetic fluids as it exceeds OEM , i do proper flush in my back yard nut a drain and fill , old fluid you can also get vibrations through steering wheel , engine will cut out while idling at lights from old fluid , bet you you have not serviced transmission

I have a 2005 dodge neon with a rebuilt automatic transmission and i am getting foam and bubbles in my transmission fluid. What could be the problem?

Over filled with fluid or very little at all

If level is okey when trans is at 140 to 180 degress,
then you got more serious internal issues

scan the compute on it and you may get a code for whats causing that to happen,i have seen dirty fluid cause that to happen before, Well if the transmission coolant system isn't working right or the transmission is getting too hot that could be affecting the transmission fluid and that could cause the different transmission fluid pressures to be way off.

Have 2005 neon SXT automatic. The Transmission is not shifting smoothly, is shifting at higher rpms than normal. Has vibration when you put it in reverse.

I would suggest that you try servicing the transmission and having the fluids and filters replaced. Dodge is really good about having transmission issues related to partially plugged filters or stuck valve bodies.
