Yes, there is a 19 mm hexagonal cap bolt on the tensioner. See the yellow arrow in the picture below:
Put a 19 mm spanner on the bolt and turn it in counterclockwise direction until the fan belt will be released. Then remove old fan belt and install a new one. See the serpentine belt routing diagram for a 2002 Audi A4 1.9 TDI:
