My 2003 dodge neon wont start checked the starter battery cables wires relays fuses and when i turn the key nothing happens the only thing i can think of is the ignition switch or the shifter safety switch any help would be appreciated

Car will not start how ? A crank- no - start or a no crank - no - start < meaning when you turn the key to the start position does anything happen ? Starter engages an spins the engine an doesn't start an run ! Or when you turn the key to start the position nothing happens ? Who told you it was a fuse ? Are there any light's lit on the instrument cluster , SECURITY ? If Nothing happens Find the starter relay an jump pin's 30 & 87 , if nothing is wrong with starter , battery , battery cables it should spin the engine . Is your vehicle automatic transmission or stick ? Automatic has a neutral safety switch , won't let vehicle engine spin unless in park or neutral . Manual has clutch switch , won't let starter engage unless the clutch pedal is pressed . Both of these switches can go bad . There are videos on youtube on basic electrical trouble shooting . Does your key switch work good? Do the warning lights and gauges on the dash all turn on with key in on? That verifies the ignition switch has power. If not, check fuse #9 in the Power Distribution Center (under the hood). It is a 30 amp fuse, providing power to the switch.
Are the battery cables clean and tightly connected at the battery and starter and the battery ground connection?
There is an Engine Starter Motor relay in the Power Distribution Center, the only thing between the ignition switch and the starter. With key in start, power is sent from the switch to this relay, and if relay is activated by the PCM (engine computer), then power goes on to the starter solenoid on the starter, and starter should then operate and crank the engine. If you have a voltmeter, you could do some tests for power at the terminals the relay plugs into. There are only 4 terminals. Post back with comments, or if you need help with testing those terminals.
could be many things, why did you change the starter? was it cranking the engine? if so you didnt need to replace it. I suspect the ignition module or coil pack. BUT, is it turning over or nothing at all, if there is nothing at all I suspect the ignition wire {not battery wire} on the terminal on the starter., does the car have a security/anti theft system? See if you can get a code reader on it to give you an error code, then research the code, that may tell you something, tough one guys without seeing it. hope I was of some use. good luck. ps, just for fun...check ALL your fuses.
The ASD relay powers the injectors and the coil. Have you checked it to see if you have power in and out ? The engine computer grounds the starter relay, injectors and coil, could be something going on with it.
I had a similar problem where the battery was ok
but there was no sound from the starter and also there no lights on in
the dash when the key was turned. Checked the fuse and checked wire
from the fuse back to the ignition switch. The wire from the fuse was
ok in fuse box but had no voltage at the ignition sw. The was also no
voltage to terminal 30 in the starter relay. Ran a new wire from the
fuse to the ignition and it fixed everything. Check for voltage at
terminal 30 on the starter relay
Probably the neutral safety switch. With your foot on the brake, try moving through the gears as you hold the key to start. Do It Yourself Diagnosis and Repair
Have you checked the starter solenoid. Your battery + cable connects to this then + cable runs from it to your starter. You also have an ignition switch wire connected to this. Just follow your cable from the battery and it will lead you right to the part. Some times these will break inside or the contacts go bad inside and therefore you will not get power to start the engine, but you will have power to turn on lights or whatever other accessories.The part is about $15
There's only 2 more things that I can think of, check the fuse for the ignition, then the computor itself, you did everything else.It might be the problem and may not.
