Your ac blower doors that direct the air to the vents are vaccum controlled check your vaccum lines going to the ac most of the time it is a leak near the vaccum check valve. The reason it is only top vents is because it is the default setting in the system
there is no real diagram for the conversion vans you only have stock diagrams because glaval or primetime usually took the shells and made thier own interiors and yes i have seen alot of issues with these its a wonder im not bald just have to use basic electricity for the add ons they are not actually chrysler supplied items yes you can get them from chrysler but they order them from the other 2 companies that convert the vans
ONE SUGGESTION COULD BE TO SWAP THE RELAY FOR ANOTHER TO SEE IF THIS FIXES THE PROBLEM. IF IT DOESN'T, THEN PERHAPS THE COMPRESSOR CLUTCH IS STUCK IN THE CLOSED POSITION. Hope you have the same set up, sure you do. You may have either crossed your vaccum lines or when you were putting your heater/ac box back together or you may of pinched the vents somewhat closed. Cycle through the different zones to ensure the vents are moving as your are selecting (defrost, floor, ect...) If you think the vaccum lines are correct then you may have a reassembly issue with the Heater/ac box. I had the same problem with my 2000 Dodge Ram 4x4. Use the KISS rule "keep it simple stupid" start with the vaccum lines and all your wiring to the motors, make sure everything is plugged in. Hopefully you'll find it there before going back into the box again.
Should be a diagram on radiator core support,which is where the radiator bolts to, should be a diagram tag or when you open hood it may be on inside of hood look up when you open hood if its not on core support,should be on inside of hood.It will show exactly how the belt goes on
Try Walter Miller auto literature it is an ebay store he has many owners manuals. You may find that all that is available is a owners manual for the 2003 Dodge Ram and that the conversion info is only items installed on that van. This is how alot of RV-Conversion Van are.
Check all of your dash fuses inside the glove box if these are fine. Remove the door panel nd check to see that the wires have not come loose they tendto come loose from closing the rear door.
