How can I remove the pcm for my 2002 mercury cougar to get the parts number off of it to order a new unit? Or is there a way to actually get the part number without having to remove the unit?

Why ? If your vehicle has that major of a problem your best bet would be to take it to a qualified repair shop . I 'm sure you don't have the tools to deal with this type repair .
On your model it is called the PCM (standard terminology since 1996).
The PCM cost is $250.00+core charge
The time to required to replace about 1 hour, that would be about $95.00 most area's
So the out the door price about $350.00
Checking the wiring diagram shows that its built into the pcm. Have you checked and confirm there are no blown fuses? There is a 60amp fusible link feeding that side of the pcm. I doubt the pcm itself is at fault. How do you know its not the fan at fault?
Several car wax companys make kits to clean the outside of the headlight lenses. Check your local parts stores. It's usally pretty hard to remove the len, they are often glued on.
Check the power and ground connections that operate the computers on your car. This sounds more like an intermittent connection of some sort rather than an actually broken part.
For repairs on speedometer sensor, if you remove hose from egr valve, and with one hnad you can reach down and pull clip from side of sensor for removal, mine broke off and required replacement. And No, the other parts will not fall into trans housing when gear is removed. They bottom out on other components in housing. Once the gear is removed, a new sensor is only about $50.
