This TSB article is being republished in its entirety to include the 1999 Cougar .
ISSUE:
The ignition key may be difficult to insert or remove and/or key chimes may sound with the ignition key removed and driver's door open on some vehicles. This may be caused by internal design characteristics in the ignition lock cylinder increasing insertion/removal efforts which may allow the lock cylinder to stick.
ACTION:
Install a revised ignition lock cylinder. The revised ignition lock cylinder should reduce the possibility of high insertion/removal efforts and ensure proper chime function. Refer to the following Service Procedure for details.
SERVICE PROCEDURE
(1) For vehicles with Integrated PATS (IPATS), function built into the Powertrain Control Module (PCM) and built beginning:

ADVISE THE CUSTOMER TO DISCARD ALL KEYS THAT WERE CUT TO THE ORIGINAL IGNITION LOCK CYLINDER.
Using the New Generation Star (NGS) Tester equipped with Service card (green) level 3.0 or higher:

YOU CAN TRY TO REMOVE THE PASSENGER SIDE WHEEL WELL AFTER REMOVING THE TIRE .

Open the air cleaner and look down into the intake while someone else is turning over the car. Is their gas or gasoline vapor being put into the engine or not? If yes then I take a philips screw driver on the end of a spark plug wire while some one else is turning it over, to see if it has any spark. I woudl gues 90% or all non start but cranking problems are going to be in one of these two areas.

Check the left side of the vehicle for a blown bulb or incorrect bulb in one of the sockets. The fast flash is a signal to tell you something is wrong with that side
