SOURCE: My throttle body on my Saturn SL2 is NASTY!!
That could be why: So little air may be getting through, that it is causing it to run very rich. First thing to do, while the engine is running, spray a little of that EFI cleaner down the throttle body. Then, IMMEDIATELY, shut the engine off (You don't want tar going INTO the engine). After that, try and get the throttle body off, and CAREFULLY scrape away the road ****. Don't damage the injectors. Clean it nice, and see if it runs a bit better. Best wishes, and I'm curious how it got so much build up! It could cause worse problems down the road if there is tar in the engine ...

most likely not. It needs to be scanned, and fuel trims noted. If its needs more gas it will read positve trims. and fuel pressure needs to be tested under load. I would start there. if that checks out ok, check the cat converter for being plugged.
