Locate the switch that closes (turns on) when you open your trunk. Be sure you have power at the switch with a test light or meter. If you do, be sure the switch is moving and check with your test light at bulb socket for power. You need to trace the wire while checking for power along the way. Could be a bad ground. Could also be a bad connection at the switch or power source. The connection in the switch could be just good enough to power the meter but not the bulb.

If the voltmeter shows that there is no power then you have a break in the wiring and have to either fix the affected area or re wire the whole thing.
If the Voltmeter shows that there is power then you might want to check the light bulbs and ensure that they are not burnt out. Evidence of this are discoloration in bulb and/or pieces of metal in bulb. These fragments can be heard if you gently shake the bulb.
Yes it could be an electrical issue with a electrical wiring, or it could just be a bad headlamp assembly. get a multi meter and test for voltage and the light bulb connector and at the headlamp connector (black on metal frame and red at connection) if you don't know which is positive just test both at least one lead will show 12.-14volts. (make sure your lights are on) If you dont get power at the headlamp connector its a electrical harness issue and stay away. if you loose power at the bulb connector its just a bad headlamp. a multi meter is an electrical testing tool that you can get at any hardware store.
remove the bulbs & check for 12 volt current with the light switch on using a multi meter or test light.(ground it to a clean spot on frame of the car) If there is dirt present in the receptacle sometimes it will not get a good ground. If you have 12 volts in the receptacle check the ground for continuity.

my tail lights on a 2002 buick regal do not go on when lights are on, I changed a couple of the bulbs still nothing, brakes lights and backup lights work.... also the inside dash lights do not work could it be a related problem,
