That mean you have problem with transmission.

NO REVERSE ON TRANSMISSION

It can be issue with gears or problem with transmission and needs to be rebuilt. Also get the tranny fluid checked. If it's low, then such problems occurs.

The wire of the gear which goes near of the clutch box has the inside guarnition which normally is broken and need to be changed second the clutch must be controlled

Yes, it could be the transmission control module or a shift solenoid in the transmission is plugged up or burnt out so it doesn't shift up.

Here is some info. about fuse locations on the 2004 Dodge Neon.

Circuit Protection Fuses Fuse block

Fuse block fuse location

Power Distribution Center (PDC)

PDC fuse and relay location

I would suggest that you try servicing the transmission and having the fluids and filters replaced. Dodge is really good about having transmission issues related to partially plugged filters or stuck valve bodies.

Shifter needs adjustment,or manual shift valve and transmission range sensors are faulty.

RUN it could be a bad tranny

Or have it checked by a pro tranny mechanic just in case it is only a sensor issue, i see a lot of neons with this problem.

Try puttingi t in reverse with the engine off.
Usually the sign of a worn clutch
