Start with the basics...meaning check the spark plug wires and spark plugs. While under the hood, inspect all hoses for a vacuum leak(s). Then turn the ignition key on-off-on-off- on...leave in the on position and write down the number of flashes the check engine light indicates....2 flashes = #2....pause.....3 flashes = #3.

The exclamation point does not mean anything , I assume your engine light is on,then that means you have a problem with the engine /emissions .you need to it diagnosed with a code reader.
In initial install, marks are pointing at each other, but there is another part where you are supposed to turn the crank till the cam mark points to three o'clock,then count pins in chain between both marks: should be 20 pins.then release the tensioner if ok.
