There are two ground wires. One by each headlight assembly on the main crossbar. One or both may be loose. Mine had the same problem found that problem tightened ground and that fixed the problem. No more fuse light.
Mine was doing that for a while look under the hood in the fuse box and check thoes fuses there is probably one under there blown in my neon it was a 15. aand it controlled the inner dome light and radio...hope i helped you.

You have a short in the wiring or the the panel or lights.You need to check the wiring carefully from the fuse box to the panel and the lights.You need to look for an area where the wiring might have rubbed through onto the body or another wire.Hope this helps.Good luck.
unplug battery then find the horn relay or fuse and replace it it is fine to leave it out till you can get the new one trouble light may appear on instrument panel though while the fuse or relay is missing
