We have a 2005 GMC Sierra truck and when we use the air conditioning the blower only will blow when the knob is set on volume 3 or higher. It will not blow air out if the knob is set on 1 or 2.

First check that the blower has power to it and when turned on a varying ground signal when the speed switch is moved between the speeds. You will need a DVOM to test this.
the first thing i would check is the relay for the blower motor. if the relay is operating properly the blower motor or the resister may have failed. on your vehicle the blower motor and the resister are a single assembly. its behind the glove box, fairly easy to replace.
check the coolant level in radiator. if its low it will only circulate while driving, and not while idling. May also be a bad water pump. See a professional for that.
Check coolant level. Check for heat at the heater hose going from water pump to heater core at firewall. Check to see that cable is moving coolant control valve from the closed to open position. Low mileage so it shouldn't be plugged heater core.
