The buckle and belt need to be replaced. They are only good for one time during a collision. The buckle has an explosive charge in it that causes the buckle to pull back toward the seat. The belt does the the same. It locks up during an accident, also so body shops can't try to reuse it. The SRS light will stay on until they are replaced.

You have a module that's going bad or is bad. Someone had either wrecked the car previously and didn't replace all damages modules. You can have a shop put on computer to tell you exactly which one needs replaced. There is one on the front of the vehicle one under drivers seat and one in with the seat belts those ate just sensors the actual modules are the site bags themselves
First, in the United States, seat belts have a lifetime warranty from Acura and Honda, if it is defective. If it has been damaged by outside forces, you have to unbolt the seat, 4-14 mm bolts, also unplugging the wires under the seat. The seat belt is held in with 1 14 mm bolt, be careful lifting the seat out the door. I usually remove the plastic door sill so it doesn't get scratched. On some cars I can lie the seat on its side inside the car to do the work.
I presume you mean SRS light. You need to find out what the code is. Seat belt buckle failure is common. Honda warranties seat belts for life, so if that's the failure, it is free.
Any seat belt problem is covered under a warranty program. However if vehicle was in a wreck this may have triggered the lock up feature of the seat belt.

I can tell you that on a 2003 you put the key in the ignition and press and hold the odometer reset. While holding the odometer reset turn the key to accessory. After a second or 2 the light should go off and then release the reset button.
