The first thing you need to check is fuel pressure. If you don't have a fuel pressure gauge you can buy one from a tool supplier, but the gauge may costs more than the diagnosis from a shop.
Another thing you may want to check is you catalytic convertor to make sure that it is not plugged.

There are multiple reasons why a car can lose speed going up hill and then slow pick up in stop and go, start with the basics, air filter clean? Spark plugs good? new fuel filter?
