Possible that the vent is blocked or there is fault in the vent selection. You need to remove the blower unit and check the area of the distribution hose. make sure that the selection panel control works or this can prevent the air to be blown out.
SOUNDS LIKE THE SWITCH & OR THE BLOWER MOTOR RESISTOR, ARE THE PROBLEM WITH THE LOWER SPEEDS. SPEED 5 MAY HAVE ITS OWN FUSE, REFER TO OWNERS MANUAL FOR INFORMATION ABOUT THE HEATER/AC FUSE.
the heater & defroster baffles are controlled by electic motors that open and close the baffle (doors) to let the air to the heater and defroster vents. the motor must be bad
little black box to the left of blower motor (2) 7/32 screws holding it heater box with a plug with 7or 8 wires feeding it the plug is probably going to be melted inside
It probably is the fan switch itself. They are around $30. for a new one. You can take it out and check to see if you have power to all the settings with a ohm meter or test light. They are not real hard to take out.
maybe drop the blower motor and check the vents for obstructions. I worked on a friend's car this spring that had a two year-old repair bill sucked in to the blower wheel....it limited the air output but made a lots of noise in the process.
