My 2006 Chevy Monte Carlo SS has a new battery and now is acting up like a dead battery again. When I put key in ignition it will not start car, instead will make clicking and then it will have no lights anywhere in car except check enging light. Hooked up computer, gave me a P1682 code.

This sounds like a possible dead battery, or a highly corroded battery terminal or connection. Remove both cables from the battery - starting with the ground side first. Then either physically clean the battery and cable connectors, or try carefully washing them with a baking soda solution and an old brush.
your battery has been disconnected. if your battery is completely dead you wont be able to remove the key from the ignition. check for loose cables or dead battery
Check all the light in the car, one must be on. Check the sun visor lights first. Others include under-hood light, trunk lights and interior lights that come on by themselves due to faulty switches. Other reasons are a bad diode in the alternator, disconnect it and see what happens..
Possible Problems
1. Battery dead (if the horn does not blow then that's what it is)
2. Alternator is malfunctioning (the thingy that makes the sound when you turn the key in the ignition)
Is the battery dead or disconnected? I've had that problem in another Chevy. With battery disconnected it would not return to the off position and allow me to remove the key.
Be sure its all the way in park or try neutral.Its possible that security system does not recognize the key. Is security light flashing or on steady? Shut all doors and windows,trunk,hood, turn off all accessory's,roll down drivers window, turn key off and remove for at least 1 minute, insert key into ignition, try to start leaving key to run position for 20 minutes, turn key to off,wait 15 seconds, try to start again leaving key to run, wait 20 minutes, turn key off,wait 15 seconds, try to start, This should relearn key code. It may relearn after 1 learn cycle and start if system is ok. Hope this helps and that the weather is dry and warm for this procedure!.. i think this may solve ur problem..
well i would deffinatly have the battery checked out because more than likly if you left the key in the on position the battery is dead let me know if this helps
