PROBABLY THE WINDSHIELD WIPER MOTOR ASSEMBLY,THEY NORMALLY HAVE A TAB THAT BREAKS AND THE WIPER DOESNT SHUT OFF,OR THE ACTUAL WIPER SWITCH ON THE COLUMN WENT BAD ALSO CHECK ANY GROUND WIRES NEAR WIPER MOTOR THAT MAY BE CORODED MOTOR IS UNDER THE WIPER COWL PANEL

How do i remove the windshield wiper blade

The 1998 Dodge Grand Caravan has the most common hook-end wiper arms. See related links below for installation videos. Also, purchase the replacement blades first and there will be additional instructions/illustrations on the replacement packages. Locate and press the tab or button where the wiper blade is inserted into the hook of the wiper arm and pull wiper blade out of hook. You may have to rotate and flex the blade to make enough clearance for the hook to pass through.

The windshield wipers are stuck vertically and now

This sounds like the wiper motor has failed. You can pick one up at the local parts store. If not mechnically savvy, I would recommend taking to shop for working in tight areas that these can be. But, otherwise, the motor is on the fire wall, unplug, remove screws(4), exchange with new, and reassemble as removed. I hope this helps.
