Engine won't start
Check to make sure you are getting voltage to the small post on the starter solenoid when the key is turned to the "crank" position. if so, check all of you connections on the battery cables. If your connections are all good, your cables are in good shape, and you still do not get the starter to crank, I would have the starter removed and tested.

What you have is a bad Idle Air Control ("I.A.C.") valve. This device admist a precise amount of air to keep the engine running at idle. This is a common issue. Get a new one from a dealer, and you will be up and running fine.
THE BRAKE PEDAL TRAVEL ON MY 2008 TOYOTA
My 2008 Landcruiser has the same problem. I am concerned the long travel delays brake action and could be dangerous. I have raised it with the dealer 3 times, paying for a brake fluid change the second time but did not help. Third time the dealer told me he test drove new 2010 vehicle and the brakes "felt the same".

Your dealer is not lying to you.
All of the Toyota product line with ABS has this phenomenon. What Toyota has done is incorporate "Brake Force Distribution" into the braking system. What that means is there is now a sensor on the brake pedal/brake rod, going to the master cylinder. The sensor measures how FAST you press on the brake pedal. This activates the ABS pump, and supplies more brake fluid, harder, to reduce the time needed, such as a "panic stop"; the pedal travel is much longer than you are used to, because of the way they have to measure the speed of the rod being depressed. In actuality, this system is much better than the old system, as it also prevents wheel drag. It just takes a while to get used to. Really, there is nothing to worry about, I explain this same thing to my customers every week.

The firing order for a 1999 Toyota RAV4 is 1-3-4-2. The cylinders are numbered from the front of the engine to the rear, with cylinder 1 being the closest to the timing belt and cylinder 4 being the closest to the transmission

Left turning signal not working
The Hazard lights work on a separate switch to the turn signal stalk. Using them was a good test to check the bulbs are still working. I'm assuming this is a car that is a few years old.
If the right signal works and the left one does not it is possibly the switch that is built into the stalk on the steering column that is faulty. I'm not sure if they can be fixed. Most repairers will commonly replace rather than repair.
