Try changing the gasoline. It will go bad if it sets for a while. I once bought a motorcycle for $75 because the guy couldn't get it to start. I changed the gas and it started right up.

Gotta love a puzzle.
The black smoke is an indication of too rich a mixture.
What did the plug from the back cylinder look like? If fouled and wet then too rich. If dry then no fuel.
You're close to solving it. The plugs should tell you what you need to know. You could also install new plugs for a "fresh start" to the diagnostic.

the hose you want will be petrol hose ( any spares shop)and be a tight push on fit to the petcock and the pump
use special hose clips ( jubilee clips or clips supplied in a filter replacement kit or zip tie done up tight ) to secure
from your description you need a smaller diameter hose
it more st certainly has fuel issues the most probable one being a blocked jet in the carburettor ,i assume it will tick over when started but die whan you open the throttle? if so it more than likely the main jet that is blocked.
it sounds like the float needle inside the carburettor is stuck upwards and stopping fuel from flowing,what make of carb is itvand what bike is it as some have a filter on the fuel pipe union and also some have a filter on the float needle seat.
If the old gas sat in the scooter for a long time the carburetor may be lacquered over and may need to be cleaned. If it has a manual choke see if adjusting that while running will allow it more RPM.
your floats inside your carburetor sound like they are hung up. try gently but firmly tapping the bowl (bottom of the carb) to see if it helps. if it does help i would still advise taking the carb apart and cleaning it up and inspecting it for debris.
the purpose of the two plugs was to have a spare plug in place when the other failed
there is no need to run anything except the one magneto, just change the plug wire over when the first plug fails
