To check voltage regulator (or better called rectifier in our Indian bikes) you need a multimeter. Connect red lead of multimeter to red wire (+) of battery and black wire to black (-) of batter. Set the multimeter to measure DC Volt. Now start the bike and rev a little. The multimeter will show increase in voltage say 12v to 13v or more, if there is no increase then its bad.

are you sure that the bulb is ok as it has two filaments in it and one can blow and the other can still be fine this is very common,check the bulb before you do anything else.
