My 1999 gilera runner 50cc cut out on me,now it won't start
Remove the water trap bowl at the bottom of the petcock, (gas valve). Is there any water or trash in the bowl? Drain a cup of gas from the tank. Is there any water or trash in the cup? Dump it and clean it. With the gas valve turned off, does gas still get past the valve? If it does, then you need to replace the valve. Re-mount the bowl, ( not all bikes have a water trap bowl ). Always turn the gas off when not riding the bike. If the valve will not fully shut off the gas then a leak-down condition can occur and cause gas to get to the exhaust pipe.
Drain the carburetor. There should be a screw on the lower side of the carb float bowl. Remove the screw then replace it after the fuel drains. Turn the gas back on and wait a minute for the carb to fill with gas. Install a new stock NGK spark plug and try to start the engine. If the bike doesn't start and run properly then shut off the gas and remove the carburetor from the engine.
Remove the float bowl and clean the entire carb with a spray carb cleaner from the auto parts store. Wear protective goggles to avoid getting spray in your eyes. Spray into all the little airways and fittings in the carb. Remove the idle screw and the air screw on the outside throat of the carb and spray into the screw holes as well.

Be sure to put these two screws back in the same hole they came out of. IMPORTANT > do not tighten these two adjusters down. Only screw these in until they LIGHTLY seat. Now turn each adjuster one and one half turns outward. Put the rest of the carb back together, clean the air filter and install the carb. Let the float bowl fill then start the engine. This process should get you back on the road.

Oil in spark plug hole
Check the spark plug is may not be tight enough, don't over tighten it as you will damage the head.
Replace the plug as it may be missing its oil ring.

Whirling noise on start up and constant tinkling
Okay, think after process of elimination I now know what the offending part is. It seems that the Starter Pinion is not disengaging fully, and rattles about. So will replace this, finders crossed this solves the issue.

It can be charged, but if the battery is dead, look in the phone book under batteries, you will generally save money over buying it from a dealer if you buy it from a battery supply store. They will typically have more than one chose as well.
Needs a new spark plug

My bike wont start and seems to be blowing air out
sounds like the baffles in your backbox have slipped into the path of exhaust. try to start the bike without the exhaust on and make sure that you dont do this in quiet neighbourhood as this often offends. if biker starts fine then you will prob have to unblock/replace exhaust. i find that with the tailpipe being so small also that small children tend to like sticking things in it such as sticks ans toy cars and such.. blocking the way for exhaust fumes. have you had it derestricted? is so then above all relevent.

Fuel comming from the over flow is due to the float needle not sealing.
causes, dirt in the seat, worn needle, float is leaking and sinking or tang is broken.
If the bike has been sitting for a few weeks try draining the fuel bowl and once it starts to flow again tap float bowl.
then try dirt in bowl.
is the fuel only leaking when running or starting? or just sitting.
if it just sitting and its laeking the fuel vac tap is faulty..
Power failure
if the engine is dieing, check that the spark plug has a cap that is sealed eg rubber boot around it.
if the revs are still there but the bike slows the trans belt is getting water in it check the trans gasket for sealing.
