HOW MANY QUARTS OF ENGINE
Three quarts. Check the oil level with the dipstick once finished changing the oil. There are two marks on the stick. The upper mark is "FULL HOT" and the lower mark is "FULL COLD". Keep the oil level between the two marks. Do not overfill.

My bike keep flooding when i stop at any stop
Probably have a needle or float sticking, I recommend carburator overhaul. Buy a kit from an aftermarket company or the dealer. Or take it in the shop. You could take it apart blow it out use gum out to clean all parts put back together and re-test.

Did the kit come with a new needle? It sounds like it's a little lean in the mid-range. I'd pull the slide out and take the needle out of the slide. From the long end of the needle, slide a 3mm flat washer up onto the needle. Use a small dab of grease to hold it on the needle while you put it back in the slide. The small washer should be about 0.020"-0.025" thick. This will RAISE the needle just slightly enriching the mixture just a bit in the mid-range. It will not change your idle setting nor the wide open throttle jetting.

How do i set the timing on a 1993 fxr. where do i
On the left side of the engine cases, there's a plug that takes a hex key or allen wrench to remove. This is the timing hole. You connect your timing light to the front plug and start the engine. Harley (and other companies) make a clear plastic plug to go in the hole but I can never see through them. So, loosen the plug, start the engine and bring to a high idle of about 2000 to 2500 rpms, and then remove the plug. Stand to the side of the hole as an oil mist will blow out of the hole. Protect your timing light with a clear plastic sandwich bag over it or something. Shine the light into the hole and look for a "dot" in the hole. The "dot" should be dead center of the hole. The vertical line on the crank is TDC and the lazy eight "oo" is a mark that the factory and dealers use to set the timing with.
To change the timing, remove the plate from the timer cavity on the right side of the engine. Loosen the two stand off screws. The plate will rotate in both directions. Clockwise advances the timing and move the "dot" towards the rear of the hole. Counterclockwise retards the timing and moves the "dot" towards the front of the hole.
Good Luck
Regulator..battery in good condition..not charging when running
Check the stator first. Remove the stator to regulator plug on the left side front of the engine. Test for ground short between the pins and engine case. There should be infinate resistance between pin and ground If there is any continuity, replace the stator. If the resistance test is good, check vor voltage. Start the bike and run up to 2000 RPM. There should be at least 60V AC at across the pins. If either of these tests fail, replace the stator. If these tests are good and it isn't charging, replace the regulator. Good luck.

How do I fit a
First remove the switch cover
just under the handle bars there are two rubber covered adjustment screws, roll back the rubber covers.
mark where they are set, then loosen off both adjusters until you can unhook the ends of the cables in the handle
remove the old grip and install the new one being careful to have the cable hook-ups in the proper position
install the cable ends and replace the cover
tighten the adjusters to original settings, check to see if there is play in the throttle and if it is returning to the start position when released
make necessary fine tuning to adjusters then tighten lock nuts and replace the rubber covers
hope that helps
