Hi, The only thing that comes to mind for me is that there is a compatibility mismatch between your alternator and the rest of the car. If the alternator is "overcharging", then that means that is restoring your battery with too much power and the battery compensates by giving off power even when it's not supposed to. Thank you.

It could be a defect in your starter motor causing it to draw too much amperage

250 tells my cc, only, the ATV has real name what is it. TRX250???? blown fuse bad wires or connectors kill switch bad ignition switch bad working with no manual or schematic is painful even me. Sounds like the battery is flat. Get it on a battery charger. Or bump start it in 2nd gear and give it a good run.

Ugut to go ivr whole bike oiling or wd40. Also turning rusted or froze nuts. Get apropane torch too for loosening. Project junk bikes taketime but theyr classic. Ihave an 81 yama250..bin workn on it almost20yr. New stuf isjunk. Buy a clymer shop manual for that model...its for rebuild

Axle nut is 27mm and the other side is hex head 24mm, this was on a 2002 - it should be the same from 2000 to 2007.

This is a wild guess. You need a new or rebuilt starter motor. The shaft for the starter motor gear broke and the starter gear is not turning over your engine.

It's only a toy. I wouldn't worry about it unless it runs really rough.

I think it simply means it's a later, (newer), model of that generation of CB750. The bikes without the 'N' all seem to be 1970's bikes.
