I am not sure but there may also be a interlock switch on the clutch lever. Check to see if that switch is closing when you pull in the lever.
My 91 cbr 600 f2 runs good but when i pull clutch
Does the motorcycle to to go forward when you drop it to first gear with the clutch pulled in ?If not then it could be the kill switch for the clutch is not working properly. If you left the bike in first gear and you try to start the bikewithout the clutch pulled in the bike not start until the clutch is pulled in.
Gas coming out over flow hose on my cbr 600 f2 and to much pressuer in gas tank
Check the carb float levels and that the tank breather is clear. Pressure will build in a petrol container just from it being shaken, but heat will increase the pressure. The breather is usually a small hole in either the filler cap or the filler cap mount. When you see the MotoGP bikes with a pipe coming from the Filler to the fork pivot, this is the breather pipe.

Wheres the fuel pressure regulator on a 1992 cbr
They don't have one. They are carburetor engine and not fuel injected.Their reciprocated small pump was driven by relay just to feed the carburetors at high revs.Fuel pressure regulator is used in fuel injected engines and that came to production by Honda in the late '99s.

i have an 88 f1 and it has the crankcase breather tube and another tube which i think your describing and it goes to the Air Suction Valve which is for California models only...this could be the reason its not there...it allows combustion to continue a little longer to reduce unburned carbon dioxide.
Just changing the oil on
based on the part number you gave, the new one is for the 99-03 CBR600 while the old one is a Hiflo. Any brand of your choice would do as long as you get the ones for the years 93-96.

Find the safey switch on the motor
Acording to my service manuals covering four models from 1991 to 2003,
they don't have a "Safety Switch" only a clutch and stand switch.
Where can i find the
The carbureters are located under the air filter housing,the air filter housing is located under the fuel tank.to drain them there is a screw at the bottom of carb,turn them counter clockwise to drain.
Noisy cam chain
You need to replace your cam chain tensioner assembly and possibly the cam chain guide. This is a common problem in older 600's.
Fan wire has become detatched
Hi and welcome to the site,
The loose wire from the fan motor would go to a thermostatic switch. This would look like a stud with a single terminal. It would look like the image below.
The thermostatic switch would be located on the front lower right section of the radiator. In the
exploded parts diagram below, it would be #20.

I would stick with the original tire size. I have a 1985 Honda Interceptor that when I got a new rear tire, stuck with the same tire size. You'll be happier that way.
lol. My fork seal was bad from day 1 and had that done too, so today the fork seal is alright.
I don't know exactly how much it takes for your cbr, but it's in the neighborhood of a quart or so, I would think. The spec. is probably listed somewhere on Honda.com website or somewhere else.
