I have a 1991 Honda ST1100 with about 48K miles.

what exactly does "the battery checks out good" mean? What is the voltage reading that you are getting? If anything lower than 12.7 V then that battery is shot or on its way out. The solenoid not clicking could mean 1 of 2 things. 1. Not enough juice going to it to activate it. 2. The solenoid itself is bad. If you short out the solenoid by touching both terminals with a screw driver, does the starter start then?

I looked into the sight

The general rule for oil sight glasses is check them with the bike on level ground and the bike held horizontally, NOT on the side stand or centre stand. It's a good idea to get a helper, especially for a heavy bike like a this one. If you can't see any oil, you don't have enough, add more until it reaches the top of the sight glass. Just make sure it's really empty. Sometimes the glass get's an oil stain over time and it can be hard to tell when it's full of clean oil. If you really aren't sure, get someone to lift the bike off the sidestand while you are watching it and you will definitely see the oil level rise up and go over the top if it's actually over full rather than not full enough.

How can I turn to remove two allen head screws

A small punch or chisel may get it to turn.
If not you may need to drill the head off with a 6mm drill, this should leave a little bit of thead that can be removed with vice grips after the ignition is off.

My Honda St1100 2001, loses the RH 2 cylinders

The CDI controls the firing order of the coils independantly of each other, if you are getting backfiring then that means that there is enough fuel getting to the combustion chamber, it's just not igniting when it should, which can be caused by faulty spark plugs (you've replaced) faulty coils (you've replaced) the only things left are the CDI and the ignition pulse generator, either of these could be faulty but the CDI is the most likely, unfortunately you can't really test it, the only thing you can do is to swap it with a known good one. Just a thought, check connectors for corrosion.

you will find that its a faulty actuator common fault.somtimes its the front somtimes it the rear they are costly buy a manual on disc from ebay and go though the checks.

With difficulty
either take off the panel under the headlight & struggle
or
remove plastics (possibly including the screen as well!) until the rear of the headlight lens is accessible

replace the caliper seals and clean up the pistons clean the grooves that the seals sit in then refit and bleed the system problem will be sorted

St1100m non abs i dont know how much oil to use in c.c

The bike gets 3.25 quarts of 10w40 motor oil. Use 20w 50 if in hot areas like Nevada / Texas etc.. Don't use any synthetic oils, oil marked "EC", or oil with "special" additives. Stick with the major brands; Pennzoil, Quaker State, Mobil or Shell. The drain plug is on the front edge of the bottom pan. Change the oil filter also. Put a film of oil on the rubber seal when installing.

Flat spot /backfire

Hi and welcome to FixYa,

Initially, pls check the airbox, air cleaner and how the assembly is fitted. Backfire on deceleration indicates lean mixture (too much air, too little fuel). A flatspot could be anything, let's try the air cleaner/box first and proceed from there. Might get lucky to solve both problems with 1 solution.

A favor, I would rather that you please do not rate this solution (yet) not unless it solves the problem. Due to my current rank and rating, even a Helpful would be detrimental to my standing.

Possable Engine Seize

Use Marvel Mystery Oil, it will loosen the rust that you may have incurred while the bike was sitting. Just one word of caution, if the mystery oil does get the pistons free I doubt seriously that you will have any significant ring seal left. You may be better off removing the heads to see if there is serious damage. You can easily bend a rod if you are not careful and it's not worth destroying the engine because of the rust issue.
What most likely has happened is your cylinders suffered from condensation which will promote the rust. The pistons will not rust, (they are aluminum), but the rings and the cylinder walls will. You may need to simply remove the pistons and run a quick hone through the cylinders, put new rings in and be good to go.
By no means should you attempt to push start it or anything remotely close. You can take a wrench and try turning the motor over by wrenching on the end of the crankshaft where the electrical stator is. A small amount of rust will stop the starter motor from turning the motor over.
Let the Marvel Mystery Oil soak over night before trying anything like turning the motor over. You may be very surprised and lucky if it works.

Possable engine sceized while being stood for 8mths outside

1) Firstly, try using DUCK OIL. Heat it up and then pour it down the spark plug holes. Leave it a week and then gently try and induce the engine to turn over.

2) This is the hardcore option. Apply a blowtorch or gastorch to the barrel itself and see if the heat frees it up.

Get a longer bolt the same thread size, screw it in and pull bolt out with grips
